Leadership Strategy

QLR professional
development is based on the reality that everyone’s job
includes leadership, management, and operational work.
Everyone owns the organization’s outcomes: its successes and
its challenges. Our inclusive approach requires new
thinking, knowledge, and skills throughout the organization.
All members have a shared understanding of the
organization’s purpose, goals, and system of work.
QLR advocates
learning by doing. Leadership professional development
integrates theory and research-based knowledge and practice
with the real work of meaningful district and school
improvement. Using the Shewhart Cycle for Learning and
Improvement, popularized by the late Dr. W. Edwards Deming,
the process guides thoughts and actions within the community
of change agents.

Using a train-the-trainer
model, QLR professional development is provided in
vertical groups with participants mirroring the
organization’s staff. While QLR provides training for
the first group, a schedule for developing internal trainers
is immediately implemented to ensure sustainability within the
organization. QLR transitions to the role of coach
and mentor.
